EuroClio would like to have a Gender Mainstreaming Policy and is looking for a qualified expert or organisation willing and able to work on this. The first version of the policy needs to be ready by 20 January 2025 at the latest, and the work needs to be completed by the end of 2025. There is a fixed fee of 7,000 euros (including VAT) available for this work. 

Background

EuroClio is committed to advancing gender equality and inclusivity within its structure and programming and wants to promote gender equality across all areas of its work, including Professional Development, Design and Testing of Educational Resources, Research, Advocacy, Outreach, Fundraising and Governance. 

In particular, the policy should push EuroClio to empower people of all genders in all their diversity and address discrimination at the intersection of gender and other marginalised identities during the planning and implementation of our projects. 

The implementation of gender impact assessments, including the consultation of various stakeholders, is a learning process for us. The assessment should identify shortcomings, data gaps, mistaken assumptions, and gender training needs that should and can be addressed in the coming years. 

The assessment should be an honest appraisal of the inequalities in the lives that all genders lead, a recognition of the consequences of those inequalities and, subsequently, a tailor-made response in policies and practices.

The development of a Gender Mainstraiming Policy is an important means of helping create a culture of gender awareness within the institutions and thus contributing to the broader project of gender mainstreaming, and making Gender Mainstraiming a sustainable effort. 

Requirements

The policy should provide a comprehensive framework for embedding gender sensitivity in our operations, decision-making processes, and project implementation. It should guide our board, staff, partners, and members in fostering an environment that values and promotes gender equality. 

The development of the policy should start with a gender impact assessment, which includes the analysis of the existing situation. For this, the consultants should make use of the EU Gender Mainstreaming Toolkit 

The policy should propose concrete policy solutions for those people who have an active role in the organisation: Board Members, Staff Members, Trainees, Ambassadors, Researchers, Authors, Editors, Mentors, Keynote Speakers, Facilitators, Interpreters, Translators, Designers and Video Producers. It should be based on consultation with these stakeholders and an assessment of their needs. 

The policy should align with other policies already in place, such as the Statutes, the Internal Rules, the Code of Conduct, and the Child Protection Policy (and can include suggestions for refinement of these documents). 

The policy should include suggestions for collecting sex-disaggregated data, statistics, and information at EuroClio and an explanation of how this data collection can contribute to gender monitoring. 

The policy should be written in English and published under a CC-BY 4.0 License. This license allows anyone, including EuroClio, to use the policy or parts of it without restrictions as long as the authors are acknowledged. The policy should include references to relevant EU policies on Gender Mainstreaming, such as the Gender Equality Strategy 2020-2025.

Expected Deliverables

  • Initial and updated Gender Impact Assessment of EuroClio. 
  • First and updated versions of a Gender Mainstreaming Policy that is licensable with a CC BY 4.0 licence.
  • Training materials and a presentation to introduce the policy to EuroClio staff and train them on how to implement it.

Budget

The budget is 7,000 euros and should cover all costs (including VAT, Travel and Stay). 

Eligibility Criteria

Applicants must meet the following eligibility criteria:

  • Proven experience in creating policies for other organisations in consultation with their staff. A portfolio showcasing prior policy development projects, ideally for similar organisations.
  • Availability to work within the project timeline and ability to meet deadlines as agreed.
  • Willingness and ability to complete the tasks within the budget. 
  • One time and complete submission. 

Selection Criteria

  • Quality and relevance of the portfolio. 
  • Quality, feasibility and clarity of the implementation plan.

Submission Requirements

Interested candidates should submit the following:

  • A letter (1 – 3 pages) outlining their approach to the project, including methodology, timelines, and any key considerations (including what is required from EuroClio to meet the deadlines). 
  • A CV, highlighting relevant experience (and including 2 references). 
  • A portfolio of relevant previous policy work (preferably for third parties (not the own organisation).

All tenders must be submitted by Friday, 29 November 2024 (end of business day) to secretariat@euroclio.eu with the subject line “Application Tender Gender Equality Policy Advice”

The applicants will be informed about the selection by the end of the following week.

Scope of Work

The selected consultation will:

  • Review the application of EuroClio for the Framework Partnership Agreement 2026-2028 and the EU operating grant 2026 through the lens of Gender Equality and make suggestions for measures that will support Gender Mainstreaming. 
  • Do an initial Gender Impact Assessment based on consultations with the EuroClio staff and other relevant stakeholders, and make an updated version based on the findings from the feedback from the relevant stakeholders. 
  • Make a first version of a Gender Mainstreaming Policy tailored to EuroClio’s needs and context (ready to be published) and make an updated version based on the findings from the feedback by the relevant stakeholders
  • Make a presentation and develop 1 or 2 training sessions on the implementation of the policy for EuroClio staff.
  • Write a 1-page summary that can be used as an Annex to introduce the policy to the EuroClio Board.

Timeline

The work needs to be finished in 2025.

The initial Gender Impact Assessment and the first version of the Gender Mainstraiming Policy must be finished by 15 January 2025. The other data are negotiatable, but the work must be finished by the end of 2025.
